Overview

The goal of the national mental health plan is to develop and enhance the quality of life for those who deal with mental disease and poor mental health. The objectives of the mental health plan are to improve people's mental health, stop the onset of mental illnesses, and lessen the negative effects that these problems have on individuals, families, and communities.

Admission and Discharge Procedure of Patients in a  Hospital or Psychiatric Unit 

The admissions processes for patients with mental illnesses in psychiatric hospitals differ slightly from those for patients with physical illnesses in regular hospitals. An individual must fulfill one or more of the following requirements in order to be qualified for admission to an acute inpatient psychiatric unit:

  • The client poses an immediate risk to their own safety as well as to other people's safety or well-being.
  • The customer has sufficient finances, but is unable to meet his or her fundamental necessities.
  • The customer is uncontrollable.

Admission on Voluntary Basis:

According to Nepalese law, anybody (apart from a kid) who believes they have a mental illness and wants to be treated in a psychiatric unit or hospital may ask the medical official in charge to be admitted voluntarily. The medical office notifies and speaks with the psychiatrist on the patient admission if the patient is silent or nonviolent. A patient may also be admitted voluntarily at the request of their guardian. According on the psychiatrists' recommendations, the patient may stay in the hospital or be discharged.

Admission on Special Circumstances:

Any patient with a mental illness who is unable or unable to express his desire for admission on a voluntary basis may be admitted to or detained as an inpatient in a psychiatric hospital or psychiatric unit upon application or request from his/her family or friends: The patient may be admitted to a psychiatric facility if the medical officer or an available psychiatrist believed that admission is necessary. One attendant should stay with the patient during such admissions.

Admission According to the Mental Health (treatment and protection) Act, 2063

Any person with mental illness can be admitted to the center for treatment under the conditions listed below:

  • When a psychiatrist declares that someone has to be treated and admitted to the facility.
  • If a mental disease is discovered after an examination, the person may be admitted to the facility and treated there based on the advice of the local body.
  • If a prisoner is recommended for therapy along with admittance to the facility after undergoing a mental health evaluation.
  • A mentally ill person may not be institutionalized for more than three months, unless otherwise specified in this act. However, a person receiving treatment from the center may not be denied continued care on the advice of the Mental Health Status Examination Committee.

Discharge and Leave for the Patient According to the Mental Mealth (treatment and protection) Act 2063

  • In accordance to this act, a person admitted and receiving mental health treatment services can be at any time discharged from the center upon recommendation from the Mental Health Status Examination Committee
  • Apart from the prisoners, patient admitted and receiving treatment in the center can be taken out on leave for a stipulated time period under stipulated conditions by his or her wife or husband or his or her guardian with written application for the same and only when the psychiatrist of the center believes in the fulfillment of the following criteria:
    • When the leave is over, the applicant may be relied upon to bring the patient back to the center.
    • The candidate can stop the patient from hurting themselves or others, and the candidate can take care of the mentally ill individual.
    • Any actions or inactions of the patient while on leave are not the responsibility of the Center.
    • Additionally, the Center is required to notify the local District if the patient is not returned following the end of the leave term.
